In memory of Mr. Alexandr Dokuchaev
Mr. Dokuchaev was born on March 15, 1965 in Kishinev in the family of military officers. His parents were the participants of the Great Patriotic War. Due to the relocations caused by his father’s service, they had to live in different parts of the Soviet Union, including Moldova and Kazakhstan, but eventually the family settled in Minsk.
After graduating from Minsk Medical Institute, Mr. Aleksandr Dokuchaev worked in the field of public health. He held the positions of the Head of Oncohematological Division of the First Clinical Hospital of Minsk, and later – the Chief Physician of the Road Blood Transfusion Station of the Belarusian Railway in the city of Minsk.
Later on, his destiny connected him with the rescue agency. In 2000 he joined the service in the bodies and subdivisions for emergency situations, and worked in the Republican Center for Medical Support under the Ministry for Emergency Situations for a certain period of time. However, a year later, thanks to his broad erudition and knowledge of two foreign languages, Mr. Alexandr Dokuchaev became the Head of the newly established bureau, which later became the Division of International Cooperation of the Ministry for Emergency Situations. He had a chance to build international cooperation of the Ministry for Emergency Situations from scratch, including recruitment of personnel and development of the legal and regulatory framework. He had to do almost everything for the first time.
The established international cooperation of the Ministry for Emergency Situations resulted in the concluding of more than 50 intergovernmental agreements on cooperation in the field of emergency response with countries of Europe, Asia, Africa, America, as well as with the UN and EU organizations.

Dozens of international projects had been implemented; Mr. Dokuchaev was involved in supporting numerous humanitarian and rescue operations, providing assistance in cooperation with international organizations, including the United Nations, European Union, OSCE, NATO and etc. He participated in a wide range of international forums, conferences, workshops and drills in various capacities, including as a physician and a diplomat.

The key to success in any initiatives was his proactive life position, charisma and creative attitude to work.
Due to his outstanding personal qualities, Mr. Dokuchaev was well known and respected not only by employees of various ministries and agencies, but also by his peers from around the globe, with whom he kept regular business contacts.
