The 10th National Report of the Republic of Belarus on the implementation of the Convention on Nuclear Safety has been prepared
The document has been prepared by Gosatomnadzor jointly with the interested state authorities and organizations in accordance with the international obligations of the Republic of Belarus. The Report has been uploaded to the CNS authorized platform for further procedures of its consideration. The document is also publicly available on the official web page of Gosatomnadzor.
The National Report outlines in details fulfillment of the obligations of the Republic of Belarus under the Convention in 2022 - 2025. It provides information on the legislative and regulatory framework in the field of nuclear and radiation safety, regulatory body, responsibilities of the licensee, safety priority, financial and human resources, human factor, quality assurance, safety review and assessment, radiation protection, emergency preparedness and other issues. The National Report also covers the efforts made by the Republic of Belarus to ensure nuclear and radiation safety in order to address the “challenges” and “proposals” formulated for the country at the previous 8th and 9th Joint Review Meeting of the Contracting Parties.
A specific feature of the National Report within the current Convention cycle is its updated structure. There is an emphasis on analyzing the results achieved over the three-year period and approaches to further development under the articles of the Convention. The country’s actions in relation to the 2015 Vienna Declaration on Nuclear Safety, as well as the major common issues identified for all contracting parties during the previous meeting of the Convention in 2023 are highlighted. Among them are:
managing extraordinary circumstances impacting the safe operation of nuclear installations;
strategies for ageing management in support of the operation of nuclear installations;
fostering international cooperation, etc.
In accordance with the established procedures of the Convention, the next stage is to study the national reports of other contracting parties and to formulate questions and comments to them. The national reports will be presented in April 2026 at the IAEA venue during the 10th Review Meeting of the Contracting Parties.

The Convention on Nuclear Safety was adopted on June 17, 1994, the Republic of Belarus ratified the Convention in 1998.
Under the procedures of the Convention, the contracting parties should:
prepare and submit national reports describing the fulfillment of their obligations under the Convention every three years;
study the other countries’ national reports and pose questions to them;
present and discuss their national reports during the Review Meeting at the IAEA premises at the Country Group Sessions.
